Because we are not removing any of the issued badges, expired ones remain on user profile as well. Users cannot push expired badges to their backpacks. Also users don't have to show such badges on their profile. If you choose to hide expired badges, they will be visible on you "My badges" page only, but not when others are viewing your user profile page.

I can add an enhancement ticket to allow users to remove exipred badges from their local badges if you think this would be a good improvement.
