Notices are usually not very serious, though we do try and clean them up where we find them. This is a strange one though, it appears that you have the 'Course meta link' enrolment plugin enabled on some courses, so when creating the prior learning records for some reason the system is trying to enrol users on the course using the meta plugin. Though looking at the code it should be just using manual enrolments. 

I've never actually used the meta enrolment plugin so I'll have to set that up and see if I can replicate the notice, and figure out what is causing it.
