We are trying to add “User ID Number” as a default filter field in the Site administration -> Users -> Accounts -> Browse list of users report instead of “User full name”.

Is this something that I can manipulate from my side or is this something built into Totara?

The "Browse list of users" page doesn't use report builder so the columns and filters can't be edited in the same way as other reports. You could create a custom report based on the "User" source via Admin > Reports > Report Builder > Manage Reports which would allow you to fully configure the columns and filters.
