Can you create an audience with a rule based on your custom date field;
users date started > 365 days

And then when you have the audience, create a Program (or if the course needs to be taken every year, and you are on 2.5, a recurring Certification) and assign the Program/Certification to the Audience in the audience Enrolled Learning tab.
