If Fortia offers a CSV export file or connection to it's database, you could use Totara Sync to import user accounts and position and organization hierarchies. http://help.totaralms.com/Totara_Sync_Menu.htm Keep in mind this would be a one way import of data into Totara.

If you are looking to export from Totara, that would require custom development. The web services API for developing that sort of integration is here: http://docs.moodle.org/dev/Web_services_API We also have quite a few Partners who develop integrations, so we can always make that connection for you as well.
