Yes it's possible to do this via Site administration > Users > Permissions. You can choose Check system permissions to check roles and permissions for specific users in the system context. Similarly, you can also do this in the course context to check roles and permissions for specific users in a particular course.

There's no way, "out-of-the-box" so to speak, to export permissions into a document format e.g. Excel, PDF etc., if that's something you were looking for.
