It is still an outstanding feature request but probably won't appear till 2.7 at the earliest.

You could probably do a custom job of taking the data from the relevant tables to get at least the appraisal structure, pages, questions and so on though as the user ids would probably be different on both systems the user assignments would be more difficult to transfer. So a raw SQL dump of the contents of all the appraisal tables except appraisal_grp_cohort, appraisal_grp_org, appraisal_grp_pos and appraisal_user_assignment *might* work, though it would need a lot of careful testing.

If anyone has already implemented an appraisal backup system we'd love to see it though!
