Hi, 

I am working with a client on roles. They assign roles at the category level, so a 'course creator' has full course editing rights within their category but not elsewhere. Works great for courses!

However, now we're looking at programs. I've been able to configure roles so that a course creator can create and edit programs only in their category, but when they add content, they can add content from anywhere in the site. 

Is there any way to restrict content they can add to the program to only their category? I've reviewed capabilities and nothing seems to control this. Or is this as intended?

Suggest Totara Learn features:

TL-16371 Enable category permission checking in programs/certifications.

If a user is given the ability to create programs/certifications it is not possible to limit that ability to a particular course category, because the category permissions are not checked - the user will have access to all the courses on the site..

This improvement would be useful where the roles and capabilities of users need to be clearly delineated across a Totara Site.
