I was hoping we could revisit this as the last discussion I was in seems to have been archived. Is someone able to share how Totara Academy is creating its courses is collapsed topics

That was a theme customization built specifically for the Academy, it's currently not part of a distributed theme. If that is something folks are interested in, please post up in the Request Features forum so we can look at what it would take to get it into the core theme code.

The theme customisation is a simple solution but not desirable since it's applied everywhere.
The standard course formats look very outdated or are unusable.
Collapsible topics such as https://moodle.org/plugins/format_topcoll
or the step wise approach like https://moodle.org/plugins/format_buttons should make it to Totara core...
