Turning off minimum numbers notifications

We have some workshops where one person needs to be notified if minimum numbers aren't met several days before a course. At the moment lots of people are getting these notifications. Anyone able to tell me how we make it so only the person/people who need to get these notifications? I'm not sure if its a role permissions thing or set at a seminar level?

The minimum number notifications are sent to users assigned the role set under Site admin > Seminars > Global settings > Notifications > Notification recipients

To reduce the number of recipients assign the role at a more specific level such assigning role to Event or seminar activity level.
