The settings here are what appear in the course completion and activity completion reports within the course. This is not related to the report builder reports Record of Learning and Course Completion that have editable filters.

What is shown in the Record of Learning report is all of the user's course completion records - a course completion record is created when a user is enrolled in the course and isn't deleted when unerolled.

For the record of learning report there is an option to choose Active learning - the term Active is not clearly defined  see feature request discussion  for ideas to  clarify this.
