The program and certifications messaging fits into a wider Centralised Notifications feature 

Phase 1 of this has been completed with Phase 2 mostly completed.

The program messaging is in Phase 3, Partners can follow the progress of this in the Public tracker 

There is also the opportunity to discuss this feature here 

This is likely to get developed once Phase 2 is completed.
