The video shows the text editor as TinyMCE which is no longer supported in Totara.

Totara uses the Atto text editor - it is possible to enable some more settings in the Atto text editor 

 
Site administration >Plugins > Text editors > Atto HTML editor > Atto toolbar settings go to Table and settings and tick the box allow border styling

This should show a few more options when you click on the table button in the editor.
