The course administration block is available to the Editing Trainer to view however it doesn't appear on the course page unless blocks editing is on. How do I make it visible all the time?

I think that if you allow the authenticated user role to view the admin block - this will allow the editing trainer to view the block. The admin block is a site wide block
Even though the admin block appears on a course it is actually site wide block so needs a site wide role to view.
