i am using outcomes that are NOT linked to an activity in the grade book. When the trainer has checked off that an outcome has been met, can this trigger a notification email to an admin/other trainer?

I can't think of a way to do this using existing Totara features.
There are event monitoring rules that users can subscribe to to get notifications when the rule is triggered but Outcome updating is not one of the events.
There is currently work being done on a centralised notification system - including a way to add customisable notifications at a course level.
