Hi Winnie,
You can use HR import to enrol users into multiple courses via dynamic audiences. You can sort the users into audiences through their position, organisation, job description, manager and/or profile information (including custom profile fields).
If this doesn't work for you, the 'upload users' functionality (similar to the Moodle feature) is available via Admin>Users>Upload users.
