Really looking for help here. If an experienced user with Editing Trainer, Course Creator, Category Manager or Site Administrator role is having problems accessing the site, what are you suggesting they do in order to quickly eliminate that it is not a matter of the application/tech stack being down? i.e. rather than having dozens of folks trying to troubleshoot lots of local possibilities, they can quickly check to see if there is a site wide problem.

Central Notification for Sitewide Technical Problems?

Theoretically site administrators receive email notifications of any minor or major errors in the system.
The site administrator could then add a html block to the landing page with a message if they consider the problem to be minor
If they think the error is major they can put the site in maintenance mode with an appropriate message so only admin users can login and sort out the issue.
