Can you confirm whether you have these plugin settings for SCORM

• enable direct AICC URL or Enable external AICC HACP 

Also the AICC pass numeric user id may be required depending on the usernames you have in Totara

If these are enabled then are you able to create a support ticket with more details on the setup
