It is currently impossible for clients to easily determine which seminars are still using legacy notifications.

To allow them to report on this, we should add a report column to seminar reports to view and filter on the legacy_notifications fields.

The display function should also also take the global  _facetoface_allow_legacy_notifications_ setting into consideration
