As Craig mentioned there is no easy way to create the notification you asked for in our notifications system. That said, it's a new system and we are working to extend its reach and functionality to meet more customer needs.

If you could go to the Suggest Totara Learn features forum, at https://totara.community/mod/forum/view.php?id=7020, post your question there, preferably with more information on this and other types of notifications you'd like to see in Learn. This will be extremely valuable to our product team when planning future improvements.
