We have recently upgraded to version 16 and noticed that our certificates fail to enroll any admin users for recertification. Is that really a situation? Is it fixable?

Certificate does not enroll users that have admin rights.

I don't think there have been changes to how recertification enrolments work between Totara versions.
If you enable the Certification completion editor and edit one of the users not enrolling then more information will be provided on the completion date and expiry date and what status the certification is in
If you are using audiences rules to enrol users in the certification then the admins users may no longer meet the rule so are unenrolled from the certification.

I am sorry but this time I fail to agree with your assesament. It is really a problem that course enrollment does not take place for admin users.
The users are enrolled in the certificate (most of them have been there since 2017) and I can post you their full certificate, course and scorm completion records if needed. Some data inserted below. I have verified that the records are telling the same story than the users.
In detail, the particular user in below data failed to certify on time (due to broken notification service after the version upgrade) and completed the certification courses late. The certification or course completation status was not updated until I manually enrolled the user to each course under the certification. This happened 20 days after the course is completed. On Totara's benefit, I can verify that that corrected situation and I was not forced to manually alter the completion dates.
This certification has three courses as content and the recertification path includes the same three courses.

Are you or your partner able to create a support ticket with the certification settings - someone with an admin role is able to enrol in courses and Certifications. There may be a problem with permissions or the resetting of an activity when a course is reset or some reassignments being done somehow.

I am an independent totara/moodle admin but I have requsted this from your partner.
I am interested to learn what certification settings your are referring at?
I suspect that there is a change in enrollment logic between 16 and 13. You can see the changes in enrollment in my logs after the certification window closes. Previously courses in re-certification path were not unenrolled when the window closed. That was obviously a huge issue as the courses in primary path were left enrolled when the learner completed re-certification path.

First of all, thanks for getting in touch with us and letting us know you have been experiencing some problems that you'd like to resolve.
We have been working with your Totara Partner to provide some further support and get to the bottom of the issue and some more information should have been shared with you explaining the behaviour.
To summarise for continuity here, the program enrolment method that handles enrolment onto courses via programs and certifications does not support enrolment onto courses for users that have the capability 'View courses without participation' allowed for their assigned role. The site administrator has the capability by default, so program enrolment is not possible for site administrators, however it is possible to enrol a site adminstrator via other methods e.g. manual enrolment, self-enrolment, audience.
Based on the information provided for investigation, we suspect that site administrators were using the self-enrolment method to enrol on courses (or some other method) and the issue that you outlined here was a result of the site administrator not enrolling onto the course via the self-enrolment method, which means that the course would not have been marked completed until the site administrator was enrolled in order to trigger course completion based on activity completion. We have provided your partner with a way to verify if enrolment took place using the site logs, which should help clarify things and provide a picture of what may have happened surrounding enrolment.
So you know, it is recommended that separate learning accounts are created for site administrators (and other higher permission roles) if learning needs to be tracked. If it helps, we also provide some guidance on this in our documentation on considerations for assigning site administrators.
