If you have the organisation hierarchies setup you could use the content tab of the report to
Show by the user's current organisation | When selected, the report displays results dependent on the organisation the user has been assigned to. | - |
Include records from child organisations | Select which level to show reports from. This could be at or below the user's organisation. |
Alternatively you could have a look at multi tenancy - this allows users from different audiences (tenants) to be hidden from other audiences.in reports as detailed here
Having the following report settings with a tenant for each audience sounds most suitable so tenant members can only see their own members
- Show records matching all of the checked criteria below
- Show records based on user visibility rules
- Show records based on audience, course and workspace visibility restrictions
