I need to enrol around 150 users onto a course.
Normally we use dynamic audiences to do this but in this case there is no common data point I can use to create a rule set
Set audience only allow you add users one by one.
I have a spreadsheet of users with user ids.
what is the best way to bulk enrol on a course?

It is possible to enrol users in courses by file using upload user .
One of the available fields is course and role . It is possible to select the update existing user option after uploading the file.

I think upload users will do what you want.
If the users are going to be an audience you are going to use again I'd create one then create an upload users file to put them in it. Then you can use the audience to enrol them onto the course.
If no audience is required, create your upload users file to just enrol them.
