This is in v12. We are sending out email messages when learners are enrolled in a new course and want to set a specific name as the sender at the system level. How do we do that?

It is possible to change the name of the From field that appears in emails at the site level
Site administration > Server > Email > Outgoing mail configuration
No reply and domain - and add the email address you want to appear
If this isn't suitable then the enrolment message can be customised by finding this in the language pack and changing as detailed here
