we created a dashboard with the block "Featured Links" and linked our courses there.
Is it possible to automatically :
mark courses that have already passed as "in the past" OR
2. make those courses somehow disappear, if they are not offered anymore

The featured links block allows the featured course tile to be hidden based on membership of an audience
Two of the dynamic audience rules includes historic course completion and also course completion date.so the tile could be displayed based on whether they have completed a course previously or completed the course before a specified date.
If the course is not offered anymore then the course could be hidden and if the user doesn't have the permission to view hidden courses they won't see the course in featured links.
