Now answered. My only caveat is, while we might currently use the universal settings, the ability to override them should continue to be there.
In any given situation with Totara development, if the question is "should I be able to adjust this behaviour", the answer should always be "yes", because it's better to have the option and not use it than not to have the option and need to.
