There is a course completion notification for completing a course but this only includes the subject and manager as recipients.

One workaround could be to add a certificate on completion of the course and select the Issue option Send Notifications

If enabled then all users with the mod/certificate:receivenotifications capability in this modules context will receive a notification whenever learners are awarded the certificate. - If trainer had this capability then they would receive the notification.
