That is a bit harder to know why one assigned users to the program doesn't showing the program.
Is it a course that isn't showing in an assigned program or is it the program ?

The User is showing as assigned in the course & the program. The User's program assignment isn't showing up in their 'Program completions' block as it is for the other assigned Users.

Are you or your partner able to create a support ticket with recreation steps and details about the version and if there are any customisations in the block or enrolment methods that you may have ?
