Currently when a course is reset when the certification window opens the competency status isn't revoked.

We have a feature request TL-28551 for this

A possible workaround is to use a course linked to the competency and create an Open Badge based on course completion and give the badge expiry date of a year after awarding the badge. The course completion could be reset so the user needs to have the course marked as complete again to get the badge awarded..
