A client wanted to see a history/log of Totara goals.
The context is: a subject creates and agrees to goals with their manager at the start of the year. They want to make sure that the goals agreed with the manager are the same ones that will be reviewed at the end of the year.
They also mentioned wanting to be notified of goal changes - so notifications may also be nice to have.

There have been some improvements to the Totara goals IN TXP 19 interface and allows tasks and courses to be included in the goals with reporting on these.
It also looks as though in TXT 19 Totara goals have been added to centralised notifications for comments.
The Events list also has Totara goals so event monitoring should be able to be setup for notifications of and the events also appears in the site logs
