I would like to understand if the administrator add a new course/course set to a program or certification that a learner has already completed, will the learner receive program or certification message that they are required to complete the program or certification again?

This can be more complicated than it appears - but to answer about a previous completion - what happens is the program enrolls the learner into the course and checks for completion, the program itself has no effect on the completion record.
In programs the new course will not effect those who have already completed the program, unless its a recurring program, and if they've already completed the course then the program just treats it as a completion.
With certifications it depends where and when you add the course. Basically the certification will treat the course as complete, and will archive the completion when recertification occurs, but it can get a bit complex. Theres a discussion here.
