I have a need for a role that can edit program assignments without being able to edit program details. From my testing in roles, it appears that to see the program editing pages at all, the user must have permission to edit program details. Is there any way around that? We need the user to ONLY be able to edit program assignments.

What about a role which can create/edit audiences? Have the audience in the assignment tab, with a similar name to the program.
