We would like to have it so that when creating a user an email address is not a required field. The reason being that our users will not email accounts.
Also, to then reset there passwords is that going to be possible without receiving an email.

One way of doing this without developing a user registration form would be to disable the email account in the user settings and input a fake email address.
The admin can reset passwords either manually or through csv import. The notification of the changed password could be done through the messaging available in user profile.
