I'm afraid that's not how activity completion works - it only creates an activity completion record at the time an event occurs  - it won't go back and recalculate historical records.

The only way for you to get the old data in would be to manually update the database (via a custom script). The database table containing the activity completion records is course_modules_completion.

The distinction here is between activity completion and course completion. Course completion will re-run on the cron as described, but activity completion doesn't.
