No, currently you have to add them all individually.

One feature that might be of some help is 'auto assign competencies'. You can add competencies to positions or organisations via hierarchies, then when a user in one of those positions/organisations creates a new plan it will be pre-populated with the competencies. That avoids having to manually add them to every user each time.

The setting to turn it on is in Learning Plan Templates > Workflow > Advanced workflow > Competencies.
