Probably it's because the user trying to assign those roles doesn't have permission to assign the missing roles.

Have a look Site Admin > Users > Permissions > Define Roles > Allow Role Assignment tab

The checkboxes define which roles can assign people to other roles. Hopefully it should just be a case of checking the missing roles.
