We have some courses that don't need 'Completion tracking begins on enrolment' checked in the course settings.  The site default is to have this checked as most of the courses do need this, but for the few that don't I can't uncheck the box once it has been checked.

I have turned off the site default and created a new course, which gets created without the check, but as soon as I set it to checked, I can never uncheck it.  It allows me to uncheck it and save the settings, but when I look at the settings again it's checked again.

Is this a bug?
