one of our customers reported an issue concerning the download of logs.

At Administration > Reports > Logs you can select to either show the logs on the page or download it in ODS, TXT or XLS. When showing them on the page or downloading them in ODS and TXT everything works fine, but when you download your logs in XLS format the time column always shows the logged time in UTC, rather than in Server's local time.

I was able to confirm this issue for Totara Version 1.1.18.
