I found this info on a setting that should allow you to link to a URL for a forgotten password rather than an email.

Administration > Users > Authentication > Manage authentication > Forgotten password URL

If you enter a URL here, it will be used as the lost password recovery page for this site. This is intended for sites where passwords are handled entirely outside of Totara . Leave this blank to use the default password recovery.

So, you can make a form that alerts you & teachers when a password needs to be reset.

I am not sure of  the field names required for the form - has anyone else implemented this?
