That's a strange one. I would recommend speaking to your Totara Solution Partner and ask for a support request to be raised.
You have provided some good detail here, however, if you could add some screenshots of the Program setup in addition, that would be really useful.
At the moment I cannot see any bug fixes since 2.2.23 that address the issue you have described here.

Just to eliminate this -what are actual values of the field "First hire dates" of those who are not getting the messages?

What about the setup for the audiences - is this OK? The users added manually - what happened to them.

I think to go further we'd need to see the screens shots of all the settings, the messages or the users who are getting them - any chance you can strip out the personal info from a spreadsheet? As much info as you can send around this issue and we'll try to replicate and get to the bottom of it.
