For a completion report to show everyone who is enrolled, the course(s) need to have "completion tracking begins on enrolment" (in course settings). Without this you only get results for learners who have actually started the course.
And you need this to be switched on before anyone is enrolled. If you switch this on, it will not apply to users who are already enrolled. You will need to un-enrol them and re-enrol ... and then, as it says, completion tracking begins on enrolment.

I think if you generated a report using "Course Completion" under the Source dropdown box in the New Report section it may be possible to get the results you're after.
If you edit the columns so that you have a combination of "Completion Status", Completion Date", "Date Started", "Course Start Date" and "Date enrolled" you should be able to produce a report which you can manipulate in Excel (using the COUNT function) to produce your answer.
