Is it possible to set up an unapproved learning plan for all users automatically?

Hi Kyle,

You can only set up a site-wide template.

But it depends on what you want to achieve. Perhaps a Program might be a better solution.

Its a commonly requested feature and is on our roadmap. I don't think there is a specific date for this yet though.
