Can I show a report to employees who have role assignments over them, the content would be based on who their role assignments are. We used the mentor block type functionality in Moodle just wanting to use these structures to populate a report.

Reports based on role assignments

Yes this is possible using the Report builder and the Access tab - the role can be selected and at a system level or any context.
To get to the report Builder select Site Administration > Reports > Report builder > Manage reports
Select New report and the appropriate source.
