We've had requests on this topic from several clients.
There are limited capabilities built into Totara on this - mostly face to face cost field and perhaps using custom course fields to record cost.
One way we handle it is build a database activity template to collect training needs, manage learning activities status, cost, budget allocation etc. This DB activity is set inside a training management course to which we allow access to relevant staff.
It is managed manually and not connected to activities and courses managed via the LMS.
