It looks like it was possible to do this via course backup and restore in v1.1 (Moodle 1.9) but this was purposely taken out of Moodle v2 for reasons  discussed in https://tracker.moodle.org/browse/MDL-30127.

One of the reasons being the the new backup allows backup of course activities so doesn't make sense to backup system roles.

I am not sure of the logic of the argument  or of the alternative plugins to role backups but would be good to discuss.
