Hi Arjun,
Emails are generally sent out to ask for permission, but there is an email called "course set completion email".
Instead of having two programs it may be better to have two sets of courses within one program, the second being conditional on the first.
When the first set is complete (using the offline activity self-completed criteria) the manager is emailed and the second set can be accessed.

Hi Arjun,
Theres a drop down box at the bottom of the Program messages under the Messages tab - so the manager can be informed but doesnt need to give permission.
Hope this is useful & hope it warms up a bit in Escotia soon!
