Hi Amir.
The uploads currently only work on the optional "ID Number" field, not the internal user id field. I spotted the problem here earlier and I've already written a patch which adds a site wide option to allow admins to choose between ID number and internal user id. If they switch this option then all face to face uploads (bulk from file and manual input) will require user id instead. I also updated the dialog boxes to clearly state which field the upload will be matching on when you go to upload. Hopefully this patch will get through our internal testing and into a release shortly.

I'm added a feature request. It might take a while to get to, and the idea will have to be discussed, but it's in there so it won't be forgotten and someone should let you know when we make some progress.

A patch for this issue was included in today's (25th June 2013) release of Totara 2.4.4.
