I am not sure I can reproduce this behaviour. I think that you might be mistaken course completion report and activity completion report.

In 2.4.4 course completion, activity completion criteria requires completion state to be COMPLETION_COMPLETE or COMPLETION_COMPLETE_PASS for it to be complete. So, in course completion report I am getting student as finished only if they attended Face-to-face.

On activity completion report, though, it is quite a different situation. Your condition is "Student must get a grade to complete". This doesn't really specify which grade, therefore activity is marked as COMPLETION_COMPLETE_FAIL and completion report shows activity as complete, but failed (red cross).

In case I am wrong, can you please provide a bit more information? Are you using any kind of custom scales for grading your facetoface? Maybe it it possible to get a backup of the course (without user enrolments)?
