Hi Billy,
We added the email address when assigning users to programs recently in 2.2.18 and 2.4.3 for this very reason, but you are right that there are other places too where the same approach should be used.
We'll add the same improvement to all the user-selection dialogs to make it consistent, so you can expect this improvement shortly in one of the upcoming releases.

Improvements to the dialogs are included in today's (25th June 2013) release of Totara 2.4.4, and they will also be backported for the next release of 2.2 expected on 2nd July.
Let me know if you find any other areas that need similar improvements,
