This is not possible at the moment, Ill put in an enhancement bug fo enable the "Time created" user field to be reported on. The date suspended is more difficult - there is no record in a useful form. All I can suggest at the moment are the "User Last Login" and "User First Access" fields in the report builder. If you have created and suspended the users using synce you will have a record in the Sync logs.
